CAPACITY BUILDING ACTIVITY FOR HEALTH CENTER MANAGER & THOSE RESPONSIBLE FOR THE MANAGEMENT AND ADMINISTRATION OF HEALTH CENTERS AND STRATEGIC COORDINATION SESSION FOR HEADS OF HEALTHCARE TRAINING. 1. CONTEXT AND JUSTIFICATION The Anglican Diocese of Rumonge, faithful to its mission of Christian witness through social action, has established a development agency, Good Health for All (BST), responsible for managing all projects and income-generating activities within the Diocese. The agency manages nine health facilities, including seven clinics and two hospitals. These health facilities play a crucial role in providing local healthcare in Burundi. They are governed by a partnership agreement with the State and operate in an increasingly demanding environment, marked by evolving public health standards and the requirements of Performance-Based Financing.
Currently, the sustainability of this healthcare mission rests on three pillars: transparency in technical management, the provision of quality care, and strong leadership. Inadequate financial management or a lack of coordination between health facility managers and administrative services can jeopardize not only the profitability of the facilities but also the quality of care provided to patients. It is with this in mind, and to address the challenges faced by various healthcare facilities, that the BST is organizing a 5-day capacity-building workshop for managers of the Diocese’s health facilities (FOSA) to provide quality healthcare to the community. This workshop is divided into two parts: 2 days dedicated to a coordination meeting, feedback on the follow-up conducted at the 9 health facilities, and training organized by LifeNet International; and 3 days for training the managers and directors of the FOSA. The aim is to solidify administrative and financial management practices while aligning them with national and international technical standards.
2. GENERAL AND SPECIFIC OBJECTIVES
Overall Objective:
Improving the administrative and financial management of health facilities in the Diocese of Rumonge for greater efficiency in the local health system. Specific Objectives:
Master order placement and inventory management procedures (pharmacy and consumables).
Formulate recommendations to healthcare facilities to address challenges encountered in the monitoring carried out by the BST team.
Ensure the production of monthly financial reports, in accordance with the requirements of the Diocese and the Ministry.
Strengthen the capacity for improved financial management of healthcare facilities.
Harmonize the strategic vision between the diocesan coordination and the healthcare facilities coordinated by BST.
3. ACTIVITIES TO BE CARRIED OUT
Presentation of the monitoring report for feedbacko Reporting on the training sessions organized by LifeNet International
Exchange session on the administrative and financial management of a healthcare facility under agreement with the Diocese of Rumonge.
Conducting introductory computer training for Health Center managers.
Preparation of accounting documents commonly used in healthcare facilities
Preparation of a bank reconciliation statement
Preparation of standard stock cards
Preparation of accounts receivable and payable tracking sheets
Preparation of the balance sheet and income statement
Preparation of a budget execution statement
Coding of fixed assets and off-balance sheet inventory
Feedback on the monitoring and evaluation report for healthcare facilities coordinated by BST.
4. EXPECTED RESULTS
Participants will be able to prepare financial management accounting documents, including balance sheets and income statements, maintain sound budget management practices, perform bank reconciliations, and code fixed assets and conduct off-balance-sheet inventory.
Participants will be able to differentiate between a healthcare facility operating under a contract and a state-run healthcare facility, as well as their role in maintaining the link between the State and the Church. They will also understand how to increase profitability through the exchange of experiences.
Healthcare managers within the Diocese will be able to adopt the necessary strategies to maximize profitability and enhance the value of their work.
